I assume it is an attempt to boost sales of the comic and the newspaper as well, its an investment to entice more readers of both the comic and the newspaper I reckon.
The Sunday Mail used to have a pretty good comics section, but I am not so sure these days.

I once applied to the Standard as a Political Cartoonist on spec--they seemed to think I had potential but they had more than enough cartoonists on their books at that point.
