Finisterre - I think you may be referring to "the Little Nigs of Tiny Town" which is shown on the "FULL STRIPS" section on the 1928 edition of "RAINBOW" comic (page 7) I just came across this after I read your message.

Sadly you have to hop across the pond to hit a really rich vein of minority characters. Having said that as they produce so much stuff compared to us Brits the characters fairly obviousely easier to come up with.

These days of course Black heroes are so common place it is the Mexican and Peurto Rican characters that are being most rapidly expanded.

When it comes to disabled heroes the list is much shorter but again if you are talking about Marvel and DC characters you have

Captain Marvel jr (lame)
Thor (lame)
Daredevil (blind)
Box (paraplegic?)
Oracle (severed spine)
the Shroud (bllind)
Dr Mid-Nite (blind)
Professor X (severed spine)
Stick (Blind)
Forge (amputee)
echo (deaf)

Thats all I can think of off the top of my head but I bet loads more exist.

There was some kid in Tiger (possibly Roy of the Rovers) who was lame but it meant he could shoot incredible banana shots. Possibly Marvel's mutants if you want to look at it that way. The Black Racer from the New Gods. Should get double points for being black and severely disabled. That's about it.
