William Tell and the Pirates

Hi chaps and chapesses,

I've just had an email from Phil Shrimpton asking me if I could answer a query from one of his customers with regard to finding an annual, most probably published in the early to mid 1960's, containing the following elements.
1) A William Tell picture strip in full colour towards the rear of the book.
2) A story featuring pirates/sailors including an illustration of a man tied to a wharf or ship's anchor with the caption 'When the tide rose he would drown!'
There is a William Tell strip in colour in the Beezer Book for 1959 but it isn't toward the back of the book and the other element doesn't match up either so if anyone can think of a more likely candidate please let me know.
