The Hoodoo looks like just the sort of barking story that would be published in Hotspur. I recognise the artist's style and I can't recall seeing any of his work in anything other than Hotspur. It was manic, but absolutely brilliant. He also drew a story about Dim Dan which always made me snigger as the script was as loopy as the art!
