'Wouter Wegenwacht' in Dutch edition of Eagle

Hello all,
For the Lambiek Comiclopedia we are trying to identify all the comic strips which have appeared in Arend, the Dutch version of Eagle magazine.
We figured out most of them, but one remains a mystery. It is called 'Wouter Wegenwacht' and deals with a patrolman.
Here is an image from the Arend issue of 7 October 1961:

Well, now that you mention it...
In the Dutch comics magazine Rebellenclub (1950s), there was a western comic called 'Pier Paniek & Suzie Rebel'. The female protagonist is presented as the sister of 'Sjors van de Rebellenclub' (the Dutch rendition of Martin Branner's Perry Winkle), but the comic has nothing to do with that series.
Some sources credit the strip to a certain Bouwman, who is known for having traced the Perry Winkle strip for its Dutch publication in the 1930s. It is well possible that Pier Paniek has a foreign origin, and since both Rebellenclub and its successor Sjors published a lot of British material, it is possible that this strip is also British?
