Good to see him, although he never was my favourite character. If I could choose any character I'd like to see Colonel Blink return.

I know he started out in the Beezer but Blink did appear in Topper didn't he?

Colonel Blink was originally from the Beezer, but I don't think he appeared in the Topper.

You're probably thinking of the merged Beezer and Topper. According to the back cover, the merged title is in fact a second volume of the Beezer, despite the equal billing on the front cover. Abd Colonel Blink didn't even have his own strip in the merged comic, but would often appear in Blinky, the strip about his nephew. These appearances stopped when Blinky was redesigned upon moving to the Dandy.
