I've been reading a fair bit of Sparky lately, ad to be honest I'm finding myself in agreement with alanultron, on that strip in particular. To answer the original poster's other question, the penguin was a shape shifting alien (a 'Whifferdill' if memory serves) named Frobisher, who traveled with the Doctor for some years in the strips. He was stuck as a penguin after contracting a virus.

Towards the end I'm pretty certain that Billy's Boots was in the weekly Vulcan comic but I'll check to make sure. I wasn't aware Billy's Boots was ever in Vulcan, but Fleetway often used reprints of fairly random stuff in their annuals because there was a policy of not reprinting anything too recen...
