It certainly looks like Tony Higham to me, for what it's worth. A definite identification may be difficult if the strip was unpublished. I've not come across this story, either in Bunty or any other girls' comic. I see that there was a comic book version of the original Parent Trap movie, produced in the USA by Dell Comics. You may know about this one already, but he did a series called Alice in Spaceland for Princess, which ran for the better part of a year during 1965/66.
