It certainly looks like Tony Higham to me, for what it's worth. A definite identification may be difficult if the strip was unpublished. Higham did a lot of work for UK girls' comics, but I've never seen a signature, nor come across any personal info about his life. Maybe David Roach could help? He ...

I've not come across this story, either in Bunty or any other girls' comic. I see that there was a comic book version of the original Parent Trap movie, produced in the USA by Dell Comics. This may not be exactly what you are looking for, but possession/hypnosis was a fairly regular theme in ballet stories – evil Svengalis who hypnotise dancers for their own ends, shoes which won’t let the wearer stop dancing and so on.
