This sounds like a strip from the Hotspur, whose name off the top of my head I can't remember, that was drawn by Bill Holroyd. If it is by the 1970's it was certainly a reprint. I'll get back to you on this one.

Originals seemed to be Hammer, Bushwhacker, Tad Turner, Young Starhawk, Jasper Sly, Tom Smith's Schooldays (with a style reminiscent of Rian Hughes' Big Dave) and School For Soccer.
