I think Penny and Milly may have been too popular when they were in Jackpot, so dropping them wasn't an option, but nor was having two strips with precisely the same premise in the one comic.

True, the only difference between Ivor Lott and Tony Broke and Milly O'Naire and Penny Less, is that one pair was boys and the other was girls. Short of shunting the girls to another title, merging the strips was the only option. This also happened with Cuddles and Dimples, when Hoot, whose cover star was Cuddles, merged with The Dandy, which already had Dimples. Two toddler strips, same premise - so they merged.
