Maybe it would be a better idea to pitch for a slightly older target audience than the Beano or Dandy? I'm not suggesting entering 'Viz' territory - but I think aiming at a demographic of, say, 8-13 year olds could allow longer stories and more character development than in a comic for 7-11 year old...

That strip looks rather like David Parkins to me, but I might be wrong. I think he was Dan's main artist for a while in the 1990s so it would make sense. The artwork looks more like the slightly refined style he used on Dennis the Menace, rather than that of his Billy Whizz and Fred's Bed which both...

Although spreadsheets can be used to create databases, but you'd be better off using proper database software. I think Mike Pearse always numbered his Singled Out pages - he did this with his The Three Bears strips as well, and on his long stories (most commonly seen around 1999-2001, plus the 2004-2006 Beano Annuals) he numbered each individual pages.
