CHARACTER HELP?

Someone's posted this on my forum and I wondered if any of you could help out? "I've asked Alan about this, and his best guess was the Black Sapper, who is close, but I don't think it's him. Over in England, in my Dad's house, is an old Valiant (or possibly Lion) annual. In it is a story of a dwarfish fellow with pointy ears, black hair, and an all-black costume. He looks like a midget version of The Spider, but it's definitely not him. He's a villain, but he's still the hero of the story. I don't remember much about the story, except some details. At one point, he builds a robotic dummy of a gypsy heather seller, and pins sprigs of heather on someone. The heather conceals a little radio antenna. I think the dwarf is spying on someone. Later, he sneaks into a party in a cake, which turns out to be a rocket-car of some sort. Any ideas? Like I said, the Black Sapper is quite close, but I clearly remember his hair and ears, and the Sapper wears a hood-type- thing." Anyone? Alan!

Sounds very much like the character from "JET" called "The Dwarf" - he was small (duh!) slicked back dark hair, elfish features and wore an all in one black outfit (no hood) with a small cape -he used a series of human robots (men , women etc) to hide in and operate from. Stories are from around 1970/71.

Don't suppose anyone has an image of this character. If they do, any chance of getting a copy, so I can add it to this character's profile on my superhero site?
