I saw this article in today's Daily Mirror. I have always liked Phil's quirky style. He did a lot of stuff in the Sparky in the 70s. Also gag cartoons for Fleetway comics like Lion. (I think). Here is the article and a page from Sparky:

Nice to see they are worth so much.. :)

Reminds me of Lew's blog post on the Korky the cat artist..
