PLEASE IDENTIFY THIS STRIP

Can anyone identify a strip that appeared in Tell Me Why/ Look and Learn (I think) in the late 60s? It was a sci-fi thing about a totalitarian future where people were herded around by black-leather-clad figures with jet packs and hover pads. One startling episode revealed these figures to be androids! Very scary to me at the time. I can't remember much else about the strip, so I hope this is enough for someone to go on.

Speedy, I just posed a forum entry for exactly the same query, about a 60's mag with a sci-fi comic strip ini it. I just saw a site, (26pigs.com) which is selling Look and Learn. I've been searching for this for years.
